Digital learning

We support tertiary education providers to integrate digital technology into their delivery and use digital technologies and tools to enhance the learner’s experience

Medr’s work on digital learning supports Strategic Aim 2 from our Strategic Plan:

“To create a flexible and joined up tertiary system where everyone can acquire the skills and knowledge they need for a changing economy and society.”

Digital 2030 is a ten-year strategic framework for digital learning originally published by the Welsh Government in June 2019. It applies to further education institutions (colleges), core apprenticeship providers and adult community learning providers. Responsibility for Digital 2030 transferred from the Welsh Government to Medr on 1 August 2024.

This version of Digital 2030 has been updated by Medr in 2026 to:

  • incorporate significant changes to the context and landscape for digital learning
  • reflect how the sector has evolved since 2019
  • set priorities for the remainder of the framework period (to 2030).
Digital 2030: A strategic framework for post-16 digital learning in Wales

The framework was co-produced with the sector, setting out a shared vision and aims to achieve by 2030.

“Post-16 learning providers will seamlessly integrate digital technology into delivery; and encourage innovation in using inclusive, accessible and bilingual approaches to enhance the learner’s experience. Based on an awareness of the digital skills needed to support the Welsh economy, providers will equip learners and staff with the digital capabilities and confidence they will need to success in everyday life and in work.”

Digital 2030 Vision

Before reviewing Digital 2030, we asked Jisc to engage with learning providers and key stakeholders to check that the framework is still relevant and still valued by the sector; consider progress to date; identify any essential updates and inform the next set of strategic priorities.

Jisc’s preparatory work produced the following outputs:

Jisc has worked closely with Medr to develop an up-to-date evidence based which informs decision-making around our future approach to digital learning and digital investment, under Digital 2030 and beyond. Learning providers, representative bodies and key stakeholders in relevant parts of the tertiary sector have been involved in each piece of work.

Jisc’s findings and recommendations from each of these studies are highlighted in their executive summaries:

A further piece of work on digital learning in higher education in Wales is scheduled for the 2026/27 academic year.

Jisc is a registered charity and not-for-profit organisation which supports tertiary education and research communities across the UK in the use of digital technologies and data. As one of Jisc’s UK funders, we provide approximately £3.3 million to Jisc each academic year for services and support to eligible learning providers in Wales.

Under our annual grant agreement, Jisc also provides specialist advice and practical support for Digital 2030 and strategic digital learning priorities in Wales.

Learning providers in Wales can find out more by contacting their Jisc relationship manager.
