Register of Higher Education Providers

Medr has a statutory duty to establish, maintain and publish a Register of higher education providers in Wales. The Register identifies providers that have successfully met Medr’s registration requirements.

About the Register

Registration provides assurance that a provider has demonstrated compliance with our initial registration conditions and is required to continue meeting ongoing registration conditions to remain on the Register. These conditions help ensure that registered providers operate in a way that protects learners, maintains quality, safeguards public funds and supports confidence in the tertiary education sector.

The Register supports transparency by providing publicly available information about providers that are registered with Medr, and their registration status.

Our Register has two provider categories: Higher Education (Core) or Higher Education (Alternative).

The Register

1. Higher Education (Core)

  • Providers are eligible for Medr higher education funding.
  • Courses can be automatically designated for Welsh Government student support.
  • Providers are subject to additional requirements such as fee limits and charitable status conditions.

2. Higher Education (Alternative)

  • Providers are not eligible for Medr higher education grant funding.
  • Courses are also automatically approved for student support, but students can only access the lower level of tuition fee loans.
  • Providers are not subject to the same fee limit requirements as providers on the Core category of the Register.

Registration Conditions

To become and remain registered, providers must meet a range of initial conditions set out within our Regulatory Framework. Acceptance onto the Register shows that a provider has satisfactorily met the minimum requirements for initial registration and the initial registration conditions. Registration confirms compliance with those baseline requirements but does not constitute a broader assessment of the provider’s overall performance or standing.

Registered providers are required to continue to meet applicable ongoing registration conditions throughout the period of their registration. In some instances, we have highlighted to providers that while we are satisfied with their registration application, there are some areas where we need to gain further information and assurances.

Specific Ongoing Conditions

In some circumstances, Medr may impose a Specific Ongoing Condition on a registered provider where there is a significant and evidenced risk relating to compliance with registration requirements. This is a regulatory measure used to protect learners, support improvement, and manage identified risks in a proportionate and targeted way.

A Specific Ongoing Condition may be applied where:

  • There is evidence of an actual or emerging breach of a registration condition.
  • There is a material risk to learners, public funds, or regulatory compliance.
  • Issues are persistent or recurring.
  • Concerns have not been adequately addressed through normal engagement and monitoring activities.

Where a Specific Ongoing Condition applies, details will be published as part of the provider’s Register entry.

Removal from the Register

In more serious circumstances, we may remove a provider from the Register where it no longer meets the requirements for registration or where de-registration is otherwise required under the Regulatory Framework and relevant legislation. Removal from the Register is a significant regulatory action and will only be taken where appropriate evidence and due process support such a decision.

A provider may be removed from the Register where:

  • It no longer satisfies one or more registration conditions.
  • It fails to comply with ongoing regulatory requirements.
  • It has requested de-registration and Medr has approved that request.
  • Circumstances arise that require de-registration under the Tertiary Education and Research (Wales) Act 2022 or associated regulations.

Where a provider is removed from the Register, its registration status and the effective date of removal will be reflected in the Register entry. Medr will act in accordance with its statutory duties and published regulatory processes when making de-registration decisions.
