Procurement

We buy a number of goods and services that help us to carry out our duties effectively and efficiently.

We value the work of our suppliers, who are vital partners in helping us to deliver our aims.

The goods and services that we procure to support our work range from training to IT software and hardware to office materials. We also contract with research and consultancy companies who can support our policy and regulatory work.

Our approach

We comply with UK Public Procurement legislation when we buy our goods and services. We also take account of Welsh Government policies as we define our requirements and implement both the UK Procurement Act 2023 and the Social Partnership and Public Procurement (Wales) Act.

Where we can achieve greater efficiencies, we will collaborate on our procurement activity with other public sector bodies. This might include using framework agreements such as those led by the Welsh Government Commercial Delivery team and the Crown Commercial Service.

We advertise contract opportunities on Sell2Wales when we are not contracting under framework agreements. This Welsh Government portal gives businesses of all sizes in Wales and beyond the chance to access public sector tenders, promote their company, and contact registered public sector organisations.

We normally advertise contract opportunities with a value of £25,000 (including VAT) and above on Sell2Wales, with the tender process managed through the etenderwales portal. 

We seek at least three quotations for contracts with a value between £5,000 and £24,999 (including VAT), although we may choose to advertise some contract opportunities under £25,000.

Terms and conditions

Our Terms and Conditions of Contract for Purchase Orders apply to all purchases unless we have agreed alternative terms and conditions under a framework agreement or contract.
