Medr/2026/34: Medr’s Global Outlook roadmap

Introduction

1. This publication sets out how we will meet our strategic duty to promote a global outlook across tertiary education and research in Wales.

2. Our Global Outlook roadmap, at Annex A, outlines what we and the tertiary education and research sector are already doing in this space, and how we will support providers to develop international engagement. Through providing information and insight, enabling collaboration, and monitoring and horizon scanning, it aims to better:

  • promote mobility
  • enable international collaboration, and
  • maximise the benefit to Wales.

3. We will help to facilitate international engagement by building on our current support and focusing on actions that address risks, bridge gaps in provision, enable greater representation and participation of Welsh providers and learners in international activity, as well as promoting the development of knowledge and expertise.

4. The roadmap is supported by Medr’s Global Outlook roadmap: Background, context and approach at Annex B. This outlines in greater detail the process through which the roadmap was designed, the context in which it has been developed and how new and existing activity will enable Medr to meet its strategic duties by focusing on three thematic areas:

  1. Providing information and insight
  2. Enabling collaboration
  3. Monitoring and horizon scanning

5. The approach to the ongoing delivery of the Global Outlook roadmap will prioritise engagement and collaboration – at home and internationally – and focus on achieving the best possible outcomes for Wales, our learners and our education providers.
