Our priorities

As an arm’s length body of the Welsh Government, we have eleven strategic duties set out in the Tertiary Education and Research (Wales) Act, 2022.

In addition to these, the Welsh Government periodically issues a Statement of Strategic Priorities for Tertiary Education, Research and Innovation.

These inform our strategic plan for the tertiary sector in Wales.

On 28 February 2024, the then Minister for Education and Welsh Language published the Welsh Government’s priorities for Medr. These are grouped into five areas:

  • Developing a tertiary system that prepares learners for a dynamic and changing economy where all can acquire the skills and knowledge they need to succeed in life and work.
  • Maintaining and enhancing the quality of the tertiary system; continuing and intensifying work on widening participation; and taking steps to ensure a more equitable and excellent system for all.
  • Putting the learner at the heart of the system by focusing on the experience of learners in the tertiary system and their well-being.
  • Ensuring that the tertiary education system contributes to the economy and society.
  • Establishing the Commission for Tertiary Education and Research (now Medr) as a highly effective organisation, providing stability and leadership during transition.

Our Strategic Plan 2025-2030 sets out our response to the legislative duties and statement of strategic priorities.

The Plan was informed by our engagement with learners, stakeholders, and providers. The Strategic Plan was approved by Welsh Ministers in February 2025.

Our Operational Plan sets out the activity we are going to prioritise this financial year to make progress towards the founding and growth commitments in our Strategic Plan.
